Sure. Just be sure you have an interface in place for the touchscreen to work as a mouse.
When considering a ‘carputer’ one usuually has better luck with a computer without a hard drive.
The idea is the have the carputer run the full GUI of WinXP on a USB drive while housing your MP3s on another USB drive. Being solid state means the computer is more stable.
You can then run the media software of your choice.
I have found a way to have the GUI of WinXP under 600 Mb.
