What computer program can I use to create a creative and appealing instruction manual?

I am creating an instruction manual for a children’s charity and would like to create an eye catching manual. I find it difficult to do this using Microsoft Word. Is there a program out there that i can use that would work? Do i have to go out and pay a ton of money for such a program?

If word is used correctly you can create a very powerful manual with tables of Contents, auto-numbering systems mixed in with tables of captions, tables and hyperlinks. All the documents in the link below were created in Word.

Alternatively try Adobe Captivate which allows you to capture a series of steps in any program, annotate it any play it back with quizzes and additional work flow steps. You can download a copy for free use from adobe,com for a period of time.
